Not sure, couple of 'fixes' in some followed updates could have changed it.
If you really wanna know, check all the update logs since that date

lol update logs? you mean patch notes? idk i checked all of em AND levak's handy unofficial patch notes but nothing about boots is over there. see i really dont like how sprint shoes look, fast shoes look so much better, but sprint shoes im sprinting FOREVER whereas with fast shoes i barely even see a difference. also the warlord boots are noticeably longer than sprint shoes- i can sprint from the end of the safe house (in the target area, back to the wall) all the way to the back (the basketball hoop and radio) of the gym without even stopping to let my stamina recharge. sprint shoes i can run as far as the sliding blocks (that big block you can slide under). but since i dont trust myself...
